1. I notice you still store the ini file in the same location as the exe file. For those people running under normal user mode you don't have permission to create and change this file.
Personal settings should be stored in the Local App Data folder as
obtained by the SHGetSpecialFolderLocation Shell API function
eg:
C:\Documents and Settings\[UserName]\Local Settings\Application Data directory
