Viewing the new User tools page...

Just viewing the User tools page in options creates a new tool. After just viewing that page theres a dummy tool called "New Tool" in the tools menu and removing this tool doesn't seem to be possible.

This probably only happens if there is no other user tools.

This is just a placeholder so it would be quicker to add new tool. It should not appear in Tools menu though.

This topic should be in the "Compare It! : beta section". The problem I described is in the Compare It! 4.0 RC not in Synchronize It!. Don't know how I posted this so off.
